In a major boost to India’s renewable energy ambitions, the Odisha Government’s High-Level Clearance Authority (HLCA) has approved large-scale solar cell, solar module, and advanced energy storage projects across multiple locations in the state. The approvals, worth around ₹4,500 crore, come in favor of CESC Green Power, the renewable energy arm of CESC.
The company confirmed through a regulatory filing that it has received in-principle approval for a comprehensive set of investments, which will be rolled out in three phases.

The approved projects include:
- 3 GW Solar Cell Manufacturing Facility
- 3 GW Solar Module Manufacturing Unit
- 5 GWh Advanced Chemistry Battery Cell Pack & Advanced Solar Components
- 60 MW AC Captive Power Plant in Dhenkanal District

CESC Green Power’s latest approvals build on its earlier announcement to enter deep into the solar value chain. The company had previously outlined plans for:
- 3+ GW solar cell & module facility
- Battery manufacturing unit
- 60 MW renewable energy power plant
- Multiple ancillary and value-chain units
These projects carry an estimated investment of up to ₹5,000 crore.
To ensure seamless execution, parent company CESC committed full financial support, including equity infusion, strategic guidance, and facilitation of institutional funding. The goal: achieve timely financial closure and accelerate implementation.
🌱 Solar Manufacturing Momentum in Odisha
Odisha has emerged as a promising hub for renewable manufacturing over the past two years. Leading companies like Waaree Energies, Saatvik Solar, Icon Solar, and Inox Solar have already invested in the state across various solar equipment verticals.
However, the landscape saw a setback when Waaree Energies decided to relocate a significant portion of its planned investments outside Odisha.
Despite this, Odisha’s investor-friendly incentives—capital subsidies, land availability, port infrastructure, GST waivers, and electricity duty exemptions—continue to draw companies in the green energy space.
