Odisha is making a determined push to become a key player in India’s electronics and semiconductor sector. The central government has announced the development of a major greenfield Electronics Manufacturing Cluster (EMC) near Bhubaneswar’s airport, with an initial outlay of ₹200 crore.
Union Minister for Electronics and IT, Ashwini Vaishnaw informed Parliament that the cluster is expected to attract investments worth ₹1,530 crore and generate around 3,000 jobs. Development is already underway, with ₹398 crore invested and 572 jobs created so far.
Semiconductor Units with ₹4,009 Crore Investment Approved.
In a significant parallel development, two semiconductor units with a combined investment of ₹4,009 crore have been approved for Odisha under the Semicon India Programme. These units will specialize in:
- Advanced Packaging & Embedded Glass Substrate Manufacturing
- Silicon Carbide (SiC)-Based Fabrication
The chips produced will cater to high-growth industries like automobiles, aerospace, defence, electric vehicles (EVs), and data centres.
Building a Complete Ecosystem: From Startups to Skilling.
The government’s strategy extends beyond infrastructure to nurture a holistic ecosystem:
- Design: Under the Chips to Start-Up (C2S) initiative, 11 organizations in Odisha have received free chip design tools.
- Skilling: The National Institute of Electronics and IT (NIELIT) has trained nearly 25,000 candidates in the state through 2 centres and 35 accredited units.
- Innovation: Specialised entrepreneurship centres have incubated over 90 startups focusing on electronics system design, next-gen manufacturing, and virtual/augmented reality.
A Strategic Hub in the Making.
This multi-pronged approach—combining a ready-to-occupy manufacturing cluster, high-value semiconductor fabs, and a strong talent pipeline—positions Odisha as a compelling destination for electronics and chip companies. The state aims to move beyond traditional industries and secure a vital role in India’s high-tech manufacturing future.
