Haldiram’s is planning a ₹1,000 crore investment to establish a new manufacturing facility in Odisha, further strengthening the state’s growing food processing and FMCG ecosystem.
The proposed facility will be developed in three phases, with the Odisha government already approving ₹500 crore for Phase I through the state-level single-window clearance authority.
📍 Khordha–Cuttack region likely location
While the final location is yet to be confirmed, the plant is expected to come up in the Khordha–Cuttack region and could become one of Eastern India’s largest snack and baked goods manufacturing facilities.
🔹 Odisha’s food processing push
Haldiram’s was among nine major companies that signed MoUs with the Odisha government during its recent investor outreach in New Delhi.
The Odisha FoodPro 2026 summit attracted food processing investment commitments of more than ₹6,000 crore, while the broader Delhi-NCR industrial outreach generated proposals worth ₹66,392 crore across sectors.

• Coca-Cola – ₹300 crore
• Balaji Wafers – ₹200 crore
• Let’s Try – ₹200 crore
• Beyond Snack – ₹150 crore
Odisha’s emerging food processing cluster already includes major players such as ITC, Nestlé, Parle, Britannia, Indo Nissin, Hindustan Unilever, Reliance, Tata Consumer Products and Varun Beverages.
🌾 Building a farm-to-market ecosystem
Odisha is also focusing on value addition and processing of locally available commodities, including rice, cereals, millets, cashew, jackfruit, mango, sweet potato, turmeric, chilli, mushrooms, maize, spices and dairy products.
The state plans to establish five food parks to support processing, packaging, branding, logistics and value addition—creating stronger linkages between farmers, manufacturers, suppliers and distribution networks.

Haldiram’s proposed investment could further position Odisha as a major food manufacturing and FMCG hub in Eastern India, while creating opportunities across manufacturing, employment, agriculture, logistics, cold chain and allied industries.
