Gwalior is set to develop a major telecom manufacturing ecosystem with the proposed establishment of Asia’s first Telecom Manufacturing Zone (TMZ), involving an investment of approximately ₹5,500 crore and the potential to generate more than 18,000 direct employment opportunities.

The proposed zone is being developed at Shrimant Madhavrao Scindia Counter Magnet City (SADA) in Gwalior, with the objective of creating a dedicated industrial cluster for telecom equipment and component manufacturing.

Union Minister for Communications and Development of North Eastern Region Jyotiraditya Scindia recently inspected the identified site along with the Secretary, Department of Telecommunications (DoT), and senior officials.

According to the Ministry of Communications, the project is not planned as a single factory. Instead, it is designed as an integrated industrial ecosystem comprising around 24–25 telecom manufacturing units.

₹5,500 Crore Telecom Manufacturing Ecosystem

The proposed Gwalior TMZ is designed around a cluster-based manufacturing model rather than a single industrial project.

The proposed 24–25 manufacturing units are expected to manufacture telecom equipment and a range of components, creating a broader supply chain within the same industrial ecosystem.

Such a cluster can potentially support manufacturing across multiple stages of the telecom equipment value chain, including equipment assembly, electronic and mechanical components, testing and supporting industrial services.

The Ministry has indicated that investor interest has already exceeded the land currently identified for the first phase.

Additional land is therefore expected to be identified as the project expands.

170 Acres Identified for the First Phase

24 Companies Begin Application Process

Investor interest in the project has accelerated following the signing of an MoU between the Department of Telecommunications and the Madhya Pradesh Government in July 2026.

Investor roadshows were subsequently organised in Delhi and Mumbai in August 2026, led by Jyotiraditya Scindia and Madhya Pradesh Chief Minister Mohan Yadav.

Together, these commitments account for the approximately ₹5,500 crore investment potential and more than 18,000 employment opportunities associated with the proposed TMZ.

Following the investor outreach, 24 companies have initiated the application process for establishing manufacturing units within the proposed zone.

It is important to distinguish these figures from commissioned projects: the commitments and employment numbers represent the current investment interest/application stage and are not the same as operational capacity or already-created jobs.

Dedicated Incentives for Telecom Manufacturing

The Madhya Pradesh Government is developing a dedicated incentive package for companies establishing manufacturing operations within the telecom zone.

A shared testing facility could provide manufacturers within the TMZ with access to specialised testing infrastructure without requiring every individual unit to establish the complete testing ecosystem independently.

For telecom equipment manufacturers, testing and certification are important components of product development and market access.

A common facility could therefore support both established manufacturers and smaller component companies operating within the cluster.

Connectivity Strengthens Gwalior’s Industrial Potential

Connectivity is another major factor behind the proposed industrial development.

The approximately 120-km Agra–Gwalior High-Speed Corridor is being developed to improve connectivity between Gwalior, Delhi and major North Indian markets.

The city is also connected to major railway routes, supporting movement of industrial goods, raw materials and workforce.

Air connectivity is another part of the infrastructure push. According to the Ministry, the Gwalior airport project was developed at an investment of approximately ₹650 crore, with the new infrastructure completed in around 16 months.

The improved airport connectivity links Gwalior with major cities including Delhi, Mumbai and Bengaluru.

25,000 Engineering Graduates a Year

The proposed telecom manufacturing ecosystem will also require a substantial technical workforce.
