Central Electronics Ltd (CEL) to Outsource Solar PV Module Manufacturing Plant in Ghaziabad.

Central Electronics Ltd (CEL) a government-owned solar cell and module manufacturer has announced its intention to outsource its automated solar PV module manufacturing plant in Ghaziabad, Uttar Pradesh, on an “as is where is” basis.

CEL has a rich history in India’s solar energy sector having manufactured the country’s first solar cell in 1977 and its first solar panel in 1978. The company also played a pioneering role in setting up India’s first solar power plant in 1992. Over the years, CEL has contributed significantly to the renewable energy sector and this latest move aims to optimize the utilization of its existing manufacturing infrastructure.

The automated solar PV module manufacturing plant located within CEL’s premises has an annual production capacity of 40 MWp when operated in three shifts. Additionally, the facility has a storage capacity for approximately 12 MWp of PV modules, making it a strategic asset for solar module production in the region.

To facilitate this outsourcing CEL has issued an Expression of Interest (EOI) to identify domestic vendors interested in taking over the operations of the manufacturing plant. The outsourcing agreement will cover an initial period of two years with an option to extend for an additional year bringing the total potential contract duration to three years.

Under the outsourcing arrangement the successful bidder will be responsible for manufacturing, marketing, pricing, and selling the solar PV modules. CEL has clarified in the EOI document that it will not interfere in these aspects unless it is deemed contrary to CEL’s interests.

This strategic move aligns with CEL’s broader vision to maximize the efficiency of its existing infrastructure while encouraging private sector participation in India’s growing renewable energy market. The outsourcing initiative is expected to attract key players in the solar industry, fostering innovation and enhancing the production of high-quality solar modules.

Interested domestic vendors are invited to submit their Expressions of Interest, signaling a potential opportunity for industry stakeholders to collaborate with CEL in advancing India’s solar energy ambitions.
