NEW DELHI – The Union Minister of Commerce and Industry Shri Piyush Goyal has reaffirmed the government’s commitment to promoting a culture of quality and sustainability in Indian manufacturing. Addressing the second edition of Udyog Samagam 2025 the minister emphasized the critical need for strong collaboration between the Centre and States to drive industrial growth and effectively implement key initiatives.
The conference, organized by the Department for Promotion of Industry and Internal Trade (DPIIT) brought together Industries Ministers from 14 States and Union Territories to review progress under the Business Reforms Action Plan (BRAP) 2024 and felicitate the best-performing regions.
Driving Quality and Curbing Substandard Imports
A key focus of the address was on the implementation of Quality Control Orders (QCOs). Minister Goyal stated that these orders are designed to ensure superior-quality products reach consumers and strengthen domestic industries. He cited the success of QCOs in sectors like toys and plywood as a model for curbing substandard imports and building consumer trust in Indian products.
A Blueprint for Collaborative Growth
Shri Goyal highlighted that every state has developed best practices that can serve as a model for others. He urged states to establish robust, third-party mechanisms for monitoring and disbursing industrial incentives to maintain industry confidence and ensure timely execution.
Appreciating Madhya Pradesh’s model of providing ready-built industrial facilities at nominal rates—a initiative that has generated lakhs of jobs—the Minister encouraged other states to adopt similar proactive approaches. He also suggested the use of escrow accounts for incentive payments, competitive power tariffs, and self-certification systems to improve the ease of doing business.
“Zero Effect, Zero Defect”: The Sustainability Imperative
Reiterating Prime Minister Narendra Modi’s vision of “Zero Effect, Zero Defect,” Shri Goyal called for all industrial efforts to align with environmental protection. He urged industries to adopt sustainable manufacturing practices that minimize ecological impact while maintaining the highest quality standards, framing sustainability not as an option, but as the key to future growth.
The minister also highlighted support for sectors like fisheries through the PM Matsya Sampada Yojana and noted that India’s new Free Trade Agreements (FTAs) are designed to safeguard the interests of farmers and manufacturers while opening new avenues for growth.
Recognizing State-Level Excellence
At the event, states and UTs were felicitated for their performance under BRAP 2024. Uttarakhand and Punjab were recognized as top achievers across five reform areas, with states like Andhra Pradesh, Tamil Nadu, Madhya Pradesh, and Kerala also being lauded as top performers in multiple categories.
The assessment for BRAP 2024 was one of the most comprehensive to date, incorporating feedback from over 1.33 lakh businesses to ensure reforms were not just on paper but were felt on the ground.
